Mine runs constantly. Is that normal?

Not in this climate, and it is worth investigating rather than accepting. Continuous cycling with no rain suggests groundwater entering the pit, a check valve letting water back in, or a float stuck in the raised position.

The check valve is the cheapest of those to rule out, and it is also the most common. Constant cycling shortens pump life considerably, so it is worth resolving.

Is a battery backup worth it here?

If the pump protects finished space, yes. The storms that generate the runoff are the same storms that bring down power, so mains failure and peak demand tend to coincide precisely when it matters.

If the pump protects an outbuilding where a flood is an inconvenience rather than a loss, a backup is harder to justify and an alarm may be the better spend.
